The three-year Cash Allowance Trial Scheme (CATS), administered by the Housing Department (HD), aims to alleviate the difficulties on livelihood faced by grassroots families who have been waiting for public rental housing (PRH) for a prolonged period of time.

It is a criminal offence for the applicant and/or his/her family member(s) to wilfully provide false information or omit certain information in order to obtain the cash allowance by deception.
The Government launched the three-year Cash Allowance Trial Scheme in end-June 2021. For Public Rental Housing General Applicant households who have received the Application Form, they should complete and submit it as early as possible if they are eligible and wish to apply for the cash allowance. Attention: The start month of cash allowance disbursement is determined by the month that the applicant household has met all eligibility criteria, or the submission month of the completed Application Form (whichever is later).
